Fair Share Health Care (aka “Pay or Play”) continued...

       Despite this loss at the ballot, CA experts are convinced that expanding employer based coverage is a worthwhile and promising way to extend coverage to those who do not have health insurance.  Employer based coverage has a long history in the United States, is familiar to most and a large number of uninsured workers are connected to the workforce. They and other national experts have consistently been available to CEO and agree that universal access to health care must include addressing and revamping the employer based health care system.

           Families USA created a comprehensive Tool Kit[11] (go to tools for advocates) for states to use in considering whether to embark upon expanding employer based health coverage.  According to them, expansion of employer based health coverage does the following:

 

o       Preserves existing employer provided insurance coverage and stems further losses;

o       Helps to ensure that lower-income workers have access to health insurance on the job;

o       Can begin to “level the playing field” among employers;

o       Expands coverage to low wage workers at a time when strained state budgets make it difficult to expand public programs;

o       Serve as a way to leverage funds from employers to support public programs.
